Upholding rights to community data governance
The Core Competencies for Public Health in Canada: Release 2.0 recognize community data governance as an essential part of public health’s assessment and analysis activities. For example, competency 2.7 states: Demonstrate knowledge of one’s role in upholding community rights to data ownership and governance.
Release 2.0 of the core competencies also references two important frameworks for community data collection and use: the First Nations principles of ownership, control, access and possession (OCAP®) and the Engagement, Governance, Access, and Protection (EGAP) Framework for Black communities.
Building competency to integrate EGAP principles
The Black Health Equity Working Group developed the EGAP Framework in 2021 to promote the integration of community governance into sociodemographic data collection and use.
This implementation guide offers practical guidance to build individual competency and organizational capacity to incorporate the EGAP principles into public health assessment and analysis. Strengthening these data practices supports broader efforts to advance health equity and reduce persistent health inequities and anti-Black racism experienced by Black communities in Canada.
The guide includes a five-stage pathway for EGAP implementation along with actionable strategies, and case studies of 10 early adopters that provide practical insights and lessons learned.
