La sant&eacute; devient ainsi un droit de la personne, et on fait valoir l&rsquo;urgence d&rsquo;une action commune faisant intervenir une multitude de secteurs publics et priv&eacute;s, de la sant&eacute; ou non. Le cadre s&rsquo;articule autour des quatre &eacute;tapes essentielles &agrave; l&rsquo;&eacute;laboration d&rsquo;une d&eacute;marche globale et d&rsquo;un plan d&rsquo;action pour l&rsquo;&eacute;quit&eacute; en sant&eacute; sur les plans national, r&eacute;gional ou local, soit :<\/p>\n<ol>\n<li>assurer l&rsquo;engagement politique et l&rsquo;action multisectorielle,<\/li>\n<li>&eacute;valuer le probl&egrave;me et les cibles d&rsquo;intervention possibles,<\/li>\n<li>d&eacute;cider des meilleurs m&eacute;canismes de structure organisationnelle et de reddition de compte et<\/li>\n<li>&eacute;laborer une strat&eacute;gie et un plan d&rsquo;action.<\/li>\n<\/ol>\n<p>En reconnaissant la n&eacute;cessit&eacute; de combiner les interventions universelles et cibl&eacute;es si on veut r&eacute;duire les iniquit&eacute;s de sant&eacute;, les auteures du document expliquent que les iniquit&eacute;s frappent toutes les tranches de population et qu&rsquo;il faut par cons&eacute;quent une d&eacute;marche universelle. Pour refermer l&rsquo;&eacute;cart en mati&egrave;re d&rsquo;&eacute;quit&eacute; en sant&eacute;, il faut am&eacute;liorer la sant&eacute; des personnes en moins bonne sant&eacute; plus rapidement que celle des personnes d&eacute;j&agrave; en meilleure sant&eacute;. Cela signifie qu&rsquo;il faut aller au-del&agrave; de la d&eacute;marche ax&eacute;e sur la sant&eacute; des populations si on veut am&eacute;liorer la sant&eacute; des groupes d&eacute;savantag&eacute;s.<\/p>\n<p>Les auteures fournissent un aper&ccedil;u des huit &eacute;l&eacute;ments pr&eacute;sent&eacute;s par l&rsquo;OMS, dont une liste d&rsquo;outils, de ressources et d&rsquo;exemples qui peuvent faciliter les interventions par rapport aux diverses composantes du cadre expliqu&eacute; dans le document.
