Le cadre conceptuel offre deux avantages :<\/p>\n<ol>\n<li>Une structure des fondements de la sant&eacute; publique<\/li>\n<li>Un mod&egrave;le des composantes essentielles aux strat&eacute;gies de sant&eacute; des populations<\/li>\n<\/ol>\n<p>L&rsquo;ACSP pr&eacute;voit de s&rsquo;appuyer sur les divers &eacute;l&eacute;ments du cadre conceptuel pour d&eacute;finir ses orientations strat&eacute;giques dans les ann&eacute;es &agrave; venir.<\/p>\n<p>Au c&oelig;ur du cadre conceptuel se trouvent les <u>fondements<\/u> de la pratique en sant&eacute; publique, puis rayonne autour l&rsquo;amalgamation des <u>activit&eacute;s<\/u> propres au domaine.<\/p>\n<p>Les trois <u>fondements<\/u> de toute d&eacute;marche en sant&eacute; publique sont la justice sociale, l&rsquo;&eacute;quit&eacute; en sant&eacute; et les d&eacute;terminants sociaux et &eacute;cologiques de la sant&eacute;.<\/p>\n<p>Les principales <u>activit&eacute;s<\/u> d&eacute;rivant de ces fondements se regroupent sous l&rsquo;un ou l&rsquo;autre de cinq volets :<\/p>\n<ol>\n<li>Base factuelle : recherche (qualitative et quantitative), consultation communautaire et surveillance et &eacute;pid&eacute;miologie<\/li>\n<li>Appr&eacute;ciation du risque : fond&eacute; sur la base factuelle, ce volet comporte l&rsquo;&eacute;tablissement et la caract&eacute;risation des dangers, l&rsquo;appr&eacute;ciation de l&rsquo;exposition et la caract&eacute;risation du risque sur le plan populationnel<\/li>\n<li>Politique : fond&eacute; sur la base factuelle et l&rsquo;appr&eacute;ciation du risque, ce volet tient compte des questions financi&egrave;res, &eacute;conomiques, sociales et juridiques<\/li>\n<li>Programme : suit l&rsquo;instauration de la politique, s&rsquo;il y a lieu, et ce volet fait en g&eacute;n&eacute;ral appel &agrave; la collaboration plurisectorielle et aux parties concern&eacute;es par l&rsquo;enjeu de sant&eacute;<\/li>\n<li>&Eacute;valuation : essentiel dans l&rsquo;&eacute;tablissement de la mesure dans laquelle le programme atteint ses objectifs, ce volet repose sur les donn&eacute;es qualitatives et quantitatives qui peuvent &eacute;clairer le processus de planification des programmes suivants<\/li>\n<\/ol>\n<p>M&ecirc;me si le cadre conceptuel devait d&rsquo;abord aider &agrave; d&eacute;terminer ses orientations strat&eacute;giques de l&rsquo;ACSP, il vise &eacute;galement &agrave; articuler la nature complexe et dynamique du syst&egrave;me de sant&eacute; publique et, de mani&egrave;re plus g&eacute;n&eacute;rale, des populations desservies. Dans sa forme actuelle, le document de travail peut aider les praticiens de la sant&eacute; publique &agrave; replacer dans leur contexte la complexit&eacute; de leurs fonctions et les &eacute;l&eacute;ments n&eacute;cessaires &agrave; la r&eacute;alisation d&rsquo;un changement.<\/p>\n<h3>Servez-vous de cet outil pour :<\/h3>\n<ul>\n<li>animer une discussion sur une pratique en sant&eacute; publique fond&eacute;e sur les principes de justice sociale et d&rsquo;&eacute;quit&eacute; en sant&eacute;;&nbsp;<\/li>\n<li>explorer le r&ocirc;le de la sant&eacute; publique dans l&rsquo;enrichissement de la base factuelle sur laquelle reposent les autres fondements de la pratique en sant&eacute; publique;<\/li>\n<li>comparer les mesures en place &agrave; l&rsquo;heure actuelle en sant&eacute; publique avec les divers &eacute;l&eacute;ments du cadre conceptuel, puis d&eacute;terminer les &eacute;l&eacute;ments &agrave; changer;<\/li>\n<li>soutenir le changement d&rsquo;orientation amorc&eacute; en sant&eacute; publique afin de d&eacute;laisser les strat&eacute;gies fond&eacute;es sur le mode de vie et les &oelig;uvres de charit&eacute; pour se concentrer plut&ocirc;t sur les causes profondes des iniquit&eacute;s de sant&eacute;.<\/li>\n<\/ul>\n<h3>R&eacute;f&eacute;rence bibliographique<\/h3>\n<p>Association canadienne de sant&eacute; publique.
