Le document se veut une r&eacute;ponse aux inqui&eacute;tudes qui ont r&eacute;cemment fait surface relativement &agrave; l&rsquo;important effritement de l&rsquo;engagement du secteur de la sant&eacute; du Canada par rapport aux programmes et aux services de sant&eacute; publique. On y examine ce que cela implique pour le secteur de la sant&eacute; publique en termes de d&eacute;marche pour agir sur les d&eacute;terminants sociaux de la sant&eacute; et am&eacute;liorer l&rsquo;&eacute;quit&eacute; en sant&eacute;.<\/p>\n<p>Les quatre r&ocirc;les de la sant&eacute; publique dans l&rsquo;am&eacute;lioration de l&rsquo;&eacute;quit&eacute; en sant&eacute; y sont pass&eacute;s en revue, et les ressources n&eacute;cessaires &agrave; l&rsquo;ex&eacute;cution de ces r&ocirc;les y sont examin&eacute;s plus en profondeur, de m&ecirc;me que ce que cela implique en termes de mani&egrave;re d&rsquo;utiliser ces ressources pour le d&eacute;veloppement syst&eacute;mique et organisationnel. Des moyens d&rsquo;action sont inclus dans le cadre d&rsquo;action en d&eacute;coulant afin d&rsquo;&eacute;tablir un lien entre l&rsquo;action de la sant&eacute; publique (les quatre r&ocirc;les) et les processus de changement organisationnel et collectif qui visent &agrave; soutenir l&rsquo;&eacute;quit&eacute; en sant&eacute;.<\/p>\n<p>Les moyens d&rsquo;action englobent l&rsquo;information et les outils dont les praticiens de la sant&eacute; publique ont besoin pour remplir les quatre r&ocirc;les et instaurer une culture d&rsquo;&eacute;quit&eacute; :<\/p>\n<ol>\n<li>Leadership &ndash; leadership officiel et leadership syst&eacute;mique (transformationnel)<\/li>\n<li>Donn&eacute;es probantes &ndash; issues de projets de recherche et d&rsquo;&eacute;valuation pour orienter le processus d&eacute;cisionnel<\/li>\n<li>Communication &ndash; pour cadrer, sensibiliser et informer tant &agrave; l&rsquo;interne qu&rsquo;&agrave; l&rsquo;externe<\/li>\n<li>Formation &ndash; perfectionnement des comp&eacute;tences et &eacute;tablissement de partenariats<\/li>\n<\/ol>\n<p>Les constatations font le r&eacute;sum&eacute; des cinq champs d&rsquo;action &agrave; pr&eacute;voir pour d&eacute;velopper la capacit&eacute; organisationnelle et la capacit&eacute; d&rsquo;exercer du leadership afin d&rsquo;am&eacute;liorer l&rsquo;&eacute;quit&eacute; en sant&eacute; dans le contexte du syst&egrave;me de sant&eacute; en place &agrave; l&rsquo;heure actuelle. Voici quelques-unes des recommandations :<\/p>\n<ol>\n<li>Inscrire l&rsquo;&eacute;quit&eacute; en sant&eacute; dans les valeurs fondamentales du syst&egrave;me de sant&eacute;<\/li>\n<li>Encourager un processus de r&eacute;flexion sur les valeurs pour les cadres de direction<\/li>\n<li>Pr&eacute;parer les cadres de direction de la sant&eacute; publique &agrave; plaider pour que des efforts soient faits pour l&rsquo;&eacute;quit&eacute; en sant&eacute; dans l&rsquo;ensemble du syst&egrave;me de sant&eacute;<\/li>\n<li>Soutenir la prise en compte de la notion d&rsquo;&eacute;quit&eacute; dans le processus d&eacute;cisionnel fond&eacute; sur des donn&eacute;es probantes<\/li>\n<li>Favoriser un engagement ancr&eacute; dans la collectivit&eacute; comme fondement de l&rsquo;action pour l&rsquo;&eacute;quit&eacute; en sant&eacute;<\/li>\n<\/ol>\n<p>La s&eacute;lection des strat&eacute;gies possibles expliqu&eacute;es sous chaque champ d&rsquo;action s&rsquo;est effectu&eacute;e en fonction du r&ocirc;le du CCNDS en mati&egrave;re d&rsquo;application des connaissances. Cependant, chaque champ d&rsquo;action (et moyens d&rsquo;action) s&rsquo;applique aussi bien au secteur de la sant&eacute; publique dans son ensemble qu&rsquo;au syst&egrave;me de sant&eacute; de toutes les instances (locales, provinciales, territoriales et nationales).&nbsp;<\/p>\n<h3>Servez-vous de ce rapport pour<\/h3>\n<ul>\n<li>conna&icirc;tre les d&eacute;fis et les possibilit&eacute;s que pr&eacute;sente l&rsquo;am&eacute;lioration de l&rsquo;&eacute;quit&eacute; en sant&eacute; pour le secteur de la sant&eacute; publique d&rsquo;un bout &agrave; l&rsquo;autre du pays;<\/li>\n<li>&eacute;tudier de quelle fa&ccedil;on votre organisme peut renforcer ses moyens d&rsquo;action pour soutenir les processus de changement;<\/li>\n<li>d&eacute;terminer les strat&eacute;gies et les prochaines &eacute;tapes possibles pour orienter vos gestes pour l&rsquo;&eacute;quit&eacute; en sant&eacute; et instaurer une culture d&rsquo;&eacute;quit&eacute;.&nbsp;<\/li>\n<\/ul>\n<h3>R&eacute;f&eacute;rence bibliographique<\/h3>\n<p>Centre de collaboration nationale des d&eacute;terminants de la sant&eacute;.
