Reconnaissant ces faits, le <a href=\"https:\/\/lambtonpublichealth.ca\/\" target=\"_blank\" rel=\"noopener\">Bureau de sant&eacute; publique de Lambton<\/a> a con&ccedil;u un cadre conceptuel et un outil d&rsquo;&eacute;valuation permettant de cibler les principaux &eacute;l&eacute;ments de la capacit&eacute; des organisations de sant&eacute; publique &agrave; agir sur l&rsquo;&eacute;quit&eacute; en sant&eacute;.<\/p>\n<h3>Cadre conceptuel<\/h3>\n<p>Le cadre conceptuel pour les actions sur l&rsquo;&eacute;quit&eacute; en sant&eacute; dans le secteur de la sant&eacute; publique (p.&nbsp;11) d&eacute;crit les facteurs internes et externes qui influencent la capacit&eacute; des organisations &agrave; agir sur l&rsquo;&eacute;quit&eacute; en sant&eacute;. Les facteurs internes (p.&nbsp;11-12) comprennent le leadership, les syst&egrave;mes officiels et non officiels, les ressources, la responsabilit&eacute;, les partenariats et les structures de gouvernance. Les facteurs externes (p.&nbsp;14) comprennent les politiques, les menaces pour la sant&eacute;, les donn&eacute;es, les int&eacute;r&ecirc;ts publics, la volont&eacute; politique et les meilleures donn&eacute;es probantes disponibles.<\/p>\n<p>Le cadre explore les effets des facteurs internes qui influencent les actions de personnes sur l&rsquo;organisation en g&eacute;n&eacute;ral, qui subit une panoplie d&rsquo;influences complexes et dynamiques de la part du syst&egrave;me. Par exemple, les connaissances, les comp&eacute;tences et les valeurs de chaque praticien sont influenc&eacute;es par les structures et les processus organisationnels, y compris les normes de pratique, la culture de travail interne et les comp&eacute;tences professionnelles. De plus, les politiques publiques, les menaces pour la sant&eacute;, les preuves &eacute;pid&eacute;miologiques, la volont&eacute; politique et l&rsquo;int&eacute;r&ecirc;t public d&eacute;terminent sur quoi les organisations concentrent leur attention, ce qui modifie aussi les actions de chaque personne.<\/p>\n<h3>Outil d&rsquo;&eacute;valuation<\/h3>\n<p>Dans le m&ecirc;me document, le Bureau de sant&eacute; publique de Lambton pr&eacute;sente aussi un outil d&rsquo;&eacute;valuation (p.&nbsp;17) pour soutenir les organisations de sant&eacute; publique dans le rep&eacute;rage des &eacute;l&eacute;ments de capacit&eacute; organisationnelle existants et des &eacute;l&eacute;ments &agrave; renforcer.<\/p>\n<p>Cette ressource comprend des questionnaires permettant de cibler les &eacute;l&eacute;ments de capacit&eacute; organisationnelle &agrave; trois &eacute;chelles diff&eacute;rentes&nbsp;: la personne, l&rsquo;organisation et le syst&egrave;me.
