Dans la premi&egrave;re partie, les auteurs expliquent les facteurs menant les groupes de population &agrave; faible revenu et racis&eacute;s (communaut&eacute;s vis&eacute;es par les services de premi&egrave;re ligne) &agrave; &ecirc;tre disproportionnellement vuln&eacute;rables aux risques climatiques (p. ex. chaleur accablante, inondation, pollution de l&rsquo;air).<\/p>\n<p>La deuxi&egrave;me partie se veut une introduction aux iniquit&eacute;s sociales et au r&ocirc;le du gouvernement. Voici quelques-uns des points examin&eacute;s&nbsp;:<\/p>\n<ul>\n<li>l&rsquo;incidence du racisme institutionnel et structurel sur les politiques et le processus d&eacute;cisionnel;<\/li>\n<li>la perp&eacute;tuation du racisme institutionnel et structurel provoqu&eacute;e par les processus gouvernementaux;<\/li>\n<li>les trois dimensions de l&rsquo;&eacute;quit&eacute; (proc&eacute;durale, r&eacute;partitive et structurelle), chacune exigeant des strat&eacute;gies et des d&eacute;marches distinctes; &nbsp;<\/li>\n<li>un cadre d&rsquo;action afin d&rsquo;institutionnaliser l&rsquo;&eacute;quit&eacute; raciale (normaliser, organiser, op&eacute;rationnaliser);<\/li>\n<li>des exemples de cas ayant men&eacute; &agrave; l&rsquo;avancement de l&rsquo;&eacute;quit&eacute; raciale gr&acirc;ce &agrave; des relations gouvernementales et &agrave; une d&eacute;marche pangouvernementale.<\/li>\n<\/ul>\n<h3>Cadre d&rsquo;action en sept &eacute;tapes<\/h3>\n<p>Bien qu&rsquo;il existe de nombreuses lignes directrices sur la pr&eacute;paration au changement climatique, elles ont le d&eacute;faut de ne pas reconna&icirc;tre explicitement les causes profondes de l&rsquo;in&eacute;gale vuln&eacute;rabilit&eacute; au changement climatique, comme le racisme, et de ne pas offrir de solutions &agrave; cet &eacute;gard, selon les auteurs.<\/p>\n<p>Le guide comporte ainsi un bon cadre d&rsquo;action ax&eacute; sur l&rsquo;&eacute;quit&eacute;, la collaboration collective et le partage du pouvoir d&eacute;cisionnel entre les organes gouvernementaux et les groupes de population en premi&egrave;re ligne.<\/p>\n<p>Pour chacune des &eacute;tapes d&rsquo;un processus de planification &eacute;quitable dirig&eacute; par la collectivit&eacute; pour s&rsquo;adapter et se pr&eacute;parer au changement climatique, les auteurs proposent des &eacute;tapes, des activit&eacute;s, des ressources et des exemples concrets.<\/p>\n<ol>\n<li>&Eacute;tat de pr&eacute;paration de la collectivit&eacute; et du gouvernement local<\/li>\n<li>Lancement du projet<\/li>\n<li>Collecte et analyse des donn&eacute;es<\/li>\n<li>Vision et solutions de rechange<\/li>\n<li>&Eacute;laboration du plan<\/li>\n<li>Mise en &oelig;uvre du plan et du projet<\/li>\n<li>Suivi et &eacute;valuation<\/li>\n<\/ol>\n<p>Les auteurs analysent en outre l&rsquo;outil d&rsquo;&eacute;valuation de l&rsquo;&eacute;quit&eacute; raciale qui accompagne leur guide et qu&rsquo;il est possible de t&eacute;l&eacute;charger &agrave; partir du <a href=\"https:\/\/www.usdn.org\/products-climate.html\" target=\"_blank\" rel=\"noopener\">site Web de l&rsquo;USDN<\/a> (en anglais).<\/p>\n<h3>S&rsquo;attaquer aux causes profondes de la vuln&eacute;rabilit&eacute;<\/h3>\n<p>Les auteurs font valoir que les plans mis en place &agrave; court terme pour pr&eacute;parer les collectivit&eacute;s &agrave; un changement climatique donneront de meilleurs r&eacute;sultats s&rsquo;ils sont conjugu&eacute;s &agrave; des mesures &agrave; long terme pour rem&eacute;dier aux causes profondes de la vuln&eacute;rabilit&eacute; au changement climatique. Pour ce faire, ils proposent des mesures transformatrices destin&eacute;es &agrave; promouvoir l&rsquo;&eacute;quit&eacute; sociale (p. ex. ressources financi&egrave;res, repr&eacute;sentation politique, soins de sant&eacute;, logement et &eacute;ducation) et recommandent des d&eacute;marches concomitantes, intersectorielles et pangouvernementales.
