Le rapport poursuit dans la m&ecirc;me veine que le rapport de 2019 intitul&eacute; <a href=\"https:\/\/nccdh-dev.media-doc.ca\/fr\/resources\/entry\/addressing-stigma-towards-a-more-inclusive-health-system\" target=\"_self\" rel=\"noopener\"><em>Lutte contre la stigmatisation&nbsp;: vers un syst&egrave;me de sant&eacute; publique inclusif<\/em><\/a>.<\/p>\n<h3>Objectifs du rapport<\/h3>\n<p>Les objectifs du rapport de 2020 sont multiples. L&rsquo;administratrice en chef de la sant&eacute; publique, la Dre Theresa Tam, veut par exemple encourager le dialogue sur les questions cruciales pour la sant&eacute; de la population canadienne dans le contexte de la lutte contre la pand&eacute;mie de COVID-19 au pays. Elle veut en outre mettre en lumi&egrave;re le travail de collaboration possible pour renforcer l&rsquo;intervention du Canada en situation d&rsquo;urgence en sant&eacute; publique (situation actuelle ou &eacute;ventuelle). En bref, la Dre Tam consid&egrave;re que &laquo;&thinsp;[p]ersonne n&rsquo;est prot&eacute;g&eacute; tant que tout le monde n&rsquo;est pas prot&eacute;g&eacute;&thinsp;&raquo; [1, p.&nbsp;2].<\/p>\n<p>Le rapport se divise en trois grandes parties&nbsp;:<\/p>\n<ol>\n<li>Dans la premi&egrave;re partie, la Dre Tam dresse le portrait &eacute;pid&eacute;miologique du SRAS-CoV-2 et des effets de la maladie entre janvier et ao&ucirc;t&nbsp;2020.<\/li>\n<li>La deuxi&egrave;me partie porte sur les iniquit&eacute;s sociales et de sant&eacute; observ&eacute;es au Canada avant la COVID-19 et leur exacerbation en raison du coronavirus, ainsi que sur les mesures prises en sant&eacute; publique en r&eacute;ponse &agrave; la pand&eacute;mie.<\/li>\n<li>Dans la derni&egrave;re partie, la Dre Tam laisse entendre que nous en sommes &agrave; un moment d&eacute;cisif et qu&rsquo;une approche ax&eacute;e sur l&rsquo;&eacute;quit&eacute; en sant&eacute; devrait d&eacute;sormais constituer la voie &agrave; suivre.<\/li>\n<\/ol>\n<h3>Cadre de lutte contre la stigmatisation et d&eacute;marche de changement<\/h3>\n<p>Pour lutter contre la COVID-19, la Dre Tam propose dans son rapport un cadre conceptuel ax&eacute; sur une approche d&rsquo;&eacute;quit&eacute; en sant&eacute; qui passe par la r&eacute;duction de la stigmatisation et de la discrimination. Comme l&rsquo;explique l&rsquo;administratrice en chef de la sant&eacute; publique, une approche d&rsquo;&eacute;quit&eacute; nous aidera &agrave; nous sortir de la pand&eacute;mie et &agrave; am&eacute;liorer la sant&eacute; des individus partout au Canada.<\/p>\n<p>Le cadre conceptuel s&rsquo;articule autour des &eacute;l&eacute;ments suivants&nbsp;: les champs d&rsquo;action en cas de crise, les changements de valeurs et d&rsquo;attitudes, les domaines d&rsquo;intervention &agrave; fort impact, et le renforcement de l&rsquo;infrastructure du syst&egrave;me de donn&eacute;es, de gouvernance et de communication.<\/p>\n<p>La Dre Tam propose en outre trois domaines propres &agrave; jouer un r&ocirc;le catalyseur et &agrave; servir de point de d&eacute;part pour favoriser la r&eacute;silience pendant et apr&egrave;s la pand&eacute;mie de COVID-19&nbsp;:<\/p>\n<ul>\n<li>leadership et gouvernance pour un changement structurel;<\/li>\n<li>mobilisation du pouvoir de la coh&eacute;sion sociale;<\/li>\n<li>renforcement des capacit&eacute;s en mati&egrave;re de sant&eacute; publique d&rsquo;un bout &agrave; l&rsquo;autre du Canada.<\/li>\n<\/ul>\n<h3>Servez-vous de cet outil pour<\/h3>\n<ul>\n<li>animer des discussions sur les iniquit&eacute;s sociales et de sant&eacute; que la pand&eacute;mie de COVID-19 a pour effet d&rsquo;exacerber ainsi que sur les mesures prises en sant&eacute; publique pour y rem&eacute;dier;<\/li>\n<li>d&eacute;terminer les points d&rsquo;intersection entre les d&eacute;terminants sociaux et structurels de la sant&eacute; et les iniquit&eacute;s de sant&eacute; lors d&rsquo;une flamb&eacute;e &eacute;pid&eacute;mique ou d&rsquo;une pand&eacute;mie;<\/li>\n<li>examiner les moins bons r&eacute;sultats observ&eacute;s dans certains groupes et certaines populations qui vivent des iniquit&eacute;s par rapport aux d&eacute;terminants mentionn&eacute;s ci-dessus;<\/li>\n<li>envisager ce que vous et votre organisme pourriez faire en vous appuyant sur une approche d&rsquo;&eacute;quit&eacute; en sant&eacute; pour assumer les r&ocirc;les catalyseurs dont il est question dans le rapport.<\/li>\n<\/ul>\n<h3>Document cit&eacute;<\/h3>\n<ol>\n<li>Agence de la sant&eacute; publique du Canada.
