Pinto et Julia Rackal ont r&eacute;alis&eacute; une &eacute;tude de la port&eacute;e de la litt&eacute;rature conventionnelle et non conventionnelle pour dresser un portrait des interventions faites dans certains services de soins externes pour en faire des milieux exempts de racisme. L&rsquo;&eacute;tude a mis en &eacute;vidence l&rsquo;ampleur du racisme et les pr&eacute;judices v&eacute;cus de ce fait par les personnes noires, les Autochtones et les autres personnes racis&eacute;es qui veulent se faire soigner ou qui travaillent dans un tel contexte.<\/p>\n<h3>\nD&eacute;finition des interventions pour &eacute;liminer le racisme<\/h3>\n<p>Les auteurs de l&rsquo;&eacute;tude reconnaissent l&rsquo;h&eacute;ritage et l&rsquo;empreinte laiss&eacute;s par l&rsquo;esclavage et le colonialisme sur le syst&egrave;me de sant&eacute; d&rsquo;aujourd&rsquo;hui. Ils discutent de trois formes de racisme&nbsp;:<\/p>\n<ul>\n<li>le racisme institutionnel;<\/li>\n<li>le racisme interpersonnel;<\/li>\n<li>le racisme int&eacute;rioris&eacute;.<\/li>\n<\/ul>\n<p>Les auteurs entendent par intervention antiraciste &laquo;&nbsp;une strat&eacute;gie ax&eacute;e sur l&rsquo;action, la sensibilisation et les politiques en vue de produire un changement syst&eacute;mique et politique qui m&egrave;nera &agrave; l&rsquo;&eacute;limination du racisme et des syst&egrave;mes d&rsquo;oppression sociale qui s&rsquo;entrecroisent&nbsp;&raquo; (p.&nbsp;3; traduction libre).<\/p>\n<p>Alors que, les textes sp&eacute;cialis&eacute;s en soins de sant&eacute; concernent essentiellement l&rsquo;analyse et la description des disparit&eacute;s observ&eacute;es, l&rsquo;&eacute;tude de Nadha Hassen et de ses collaborateurs peut servir &agrave; cr&eacute;er, &agrave; mettre en place et &agrave; &eacute;valuer les mesures prises pour mettre fin au racisme dans le domaine.<\/p>\n<h3>\nConstatations et recommandations<\/h3>\n<p>Les auteurs de l&rsquo;&eacute;tude ont recens&eacute; 37&nbsp;textes revus par des pairs et 6&nbsp;textes issus de la litt&eacute;rature grise. En s&rsquo;appuyant sur les constatations de chaque &eacute;tude, ils ont formul&eacute; une s&eacute;rie de recommandations et cr&eacute;&eacute; un cadre conceptuel concernant la mise en place de mesures antiracistes multifacettes.<\/p>\n<p>Le cadre conceptuel s&rsquo;articule ainsi autour des domaines d&rsquo;intervention suivants&nbsp;:<\/p>\n<ul>\n<li>le travail pr&eacute;paratoire &agrave; l&rsquo;an&eacute;antissement du racisme, c&rsquo;est-&agrave;-dire comprendre le probl&egrave;me et &eacute;tablir le but et les objectifs;<\/li>\n<li>l&rsquo;&eacute;limination du racisme institutionnel, en se concentrant par exemple sur les politiques, les organismes et les collectivit&eacute;s;<\/li>\n<li>l&rsquo;&eacute;radication du racisme perp&eacute;tu&eacute; individuellement, en mettant l&rsquo;accent sur l&rsquo;individu et les relations interpersonnelles;<\/li>\n<li>l&rsquo;&eacute;laboration de m&eacute;canismes de suivi et d&rsquo;&eacute;valuation;<\/li>\n<li>l&rsquo;assurance de la transparence, de la responsabilit&eacute; et de la p&eacute;rennit&eacute;.<\/li>\n<\/ul>\n<p>Les auteurs soulignent que les organismes n&rsquo;ont pas &agrave; d&eacute;terminer si le racisme constitue un probl&egrave;me &agrave; l&rsquo;interne puisque le racisme est omnipr&eacute;sent (p.&nbsp;11).<\/p>\n<p>Dans les &eacute;tudes recens&eacute;es, on utilise fr&eacute;quemment des euph&eacute;mismes ou d&rsquo;autres termes &eacute;dulcor&eacute;s pour d&eacute;crire les interventions visant &agrave; &eacute;liminer le racisme. Les auteurs pr&eacute;viennent contre l&rsquo;utilisation de propos n&eacute;buleux puisqu&rsquo;un langage de ce genre peut miner la d&eacute;marche antiraciste.<\/p>\n<p>Les auteurs de l&rsquo;&eacute;tude observent que l&rsquo;efficacit&eacute; des mesures de lutte contre le racisme n&rsquo;a fait l&rsquo;objet d&rsquo;aucune &eacute;valuation pour un bon nombre des interventions antiracistes recens&eacute;es. Ils recommandent donc aux &eacute;tablissements de sant&eacute; pr&ecirc;ts &agrave; s&rsquo;engager dans une telle d&eacute;marche de penser &agrave; en &eacute;valuer tant les processus que les r&eacute;sultats, ce qui permettrait de faire progresser les connaissances.
