La norme est entr&eacute;e en vigueur en r&eacute;ponse &agrave; la recommandation n<sup>o<\/sup>&nbsp;8 &eacute;nonc&eacute;e dans le rapport <em>In Plain Sight: Addressing Indigenous-specific Racism and Discrimination in B.C. Health Care<\/em> qui fait &eacute;tat &agrave; l&rsquo;aide de donn&eacute;es probantes du racisme syst&eacute;mique g&eacute;n&eacute;ralis&eacute; dans le syst&egrave;me de sant&eacute; britanno-colombien.<\/p>\n<p>Fond&eacute;e sur la s&eacute;curisation culturelle, la norme aide &agrave; &eacute;tablir, &agrave; mettre en &oelig;uvre, &agrave; mesurer, &agrave; am&eacute;liorer et, enfin, &agrave; assurer des services de sant&eacute; adapt&eacute;s &agrave; la culture et r&eacute;pondant aux besoins en mati&egrave;re de sant&eacute; et de bien-&ecirc;tre des Premi&egrave;res Nations, des Inuits et des M&eacute;tis. Le document s&rsquo;adresse aux cadres de direction, aux membres des structures de gouvernance, aux &eacute;quipes et aux personnes qui travaillent pour le compte d&rsquo;une autorit&eacute; de la sant&eacute;, ainsi que les organismes responsables des services sociaux et de sant&eacute; dans la province.<\/p>\n<p>La norme repose sur les donn&eacute;es du rapport susmentionn&eacute; et aussi sur d&rsquo;autres rapports in&eacute;dits et les engagements du Canada en mati&egrave;re de l&eacute;gislation, par exemple&nbsp;:<\/p>\n<ul>\n<li><em>R&eacute;clamer notre pouvoir et notre place&nbsp;: le rapport final de l&rsquo;enqu&ecirc;te sur les femmes et les filles autochtones disparues et assassin&eacute;es<\/em> (Enqu&ecirc;te nationale sur les femmes et les filles autochtones disparues et assassin&eacute;es, 2019);<\/li>\n<li><em>Commission de v&eacute;rit&eacute; et r&eacute;conciliation du Canada&nbsp;: Appels &agrave; l&rsquo;action<\/em> (Commission de v&eacute;rit&eacute; et r&eacute;conciliation du Canada, 2015)<\/li>\n<li><em>D&eacute;claration des Nations Unies sur les droits des peuples autochtones<\/em> (Nations Unies, 2007)<\/li>\n<li><em>Loi canadienne sur les droits de la personne<\/em> (1985)<\/li>\n<li><em>Loi constitutionnelle de 1982<\/em>, article&nbsp;35 de la partie&nbsp;II, Droits des peuples autochtones du Canada (1982)<\/li>\n<\/ul>\n<p>La norme comporte un &eacute;nonc&eacute; th&eacute;matique g&eacute;n&eacute;ral sur la s&eacute;curit&eacute; et l&rsquo;humilit&eacute; culturelles accompagn&eacute; d&rsquo;exigences et de crit&egrave;res d&rsquo;&eacute;valuation fond&eacute;s sur des donn&eacute;es probantes. Chaque exigence comporte un &eacute;nonc&eacute; d&rsquo;intention, les &eacute;tapes &agrave; suivre et des m&eacute;canismes de responsabilisation. Des lignes directrices permettent de mettre en contexte et de mieux comprendre la marche &agrave; suivre pour appliquer la norme.<\/p>\n<h3>Processus d&rsquo;&eacute;laboration<\/h3>\n<p>Une &eacute;quipe de la First Nations Health Authority et de la Health Standards Organization a &eacute;labor&eacute; la norme ensemble. Un comit&eacute; dirig&eacute; par des Autochtones a orient&eacute; les travaux, avec l&rsquo;aide de la Nation m&eacute;tisse de la province. Des personnes issues de divers milieux ont particip&eacute; au processus, y compris de hautes personnalit&eacute;s, des gestionnaires, des prestataires de soins de sant&eacute;, des patients, des gardiens du savoir et des chercheurs autochtones. L&rsquo;&eacute;quipe a tenu de nombreuses assembl&eacute;es publiques o&ugrave; elle a recueilli quelque 1100&nbsp;commentaires sur lesquels elle s&rsquo;est appuy&eacute;e pour r&eacute;diger la norme.<\/p>\n<p>&nbsp;<\/p>\n<h3>Servez-vous de cet outil pour&nbsp;:<\/h3>\n<ul>\n<li>mettre fin au racisme &agrave; l&rsquo;&eacute;gard des Autochtones dans les milieux des services sociaux et de sant&eacute; en Colombie-Britannique et assurer la s&eacute;curisation culturelle dans les soins prodigu&eacute;s aux Premi&egrave;res Nations, aux Inuits et aux M&eacute;tis;<\/li>\n<li>r&eacute;colter des id&eacute;es et de l&rsquo;information qu&rsquo;il serait possible d&rsquo;adapter &agrave; d&rsquo;autres contextes dans le domaine des services sociaux et de sant&eacute;, &agrave; l&rsquo;ext&eacute;rieur de la province;<\/li>\n<li>plaider pour l&rsquo;&eacute;laboration de normes similaires qui r&eacute;pondent aux besoins particuliers des Autochtones dans les provinces et territoires autres que la Colombie-Britannique.<\/li>\n<\/ul>\n<p>La r&eacute;vision de la norme est pr&eacute;vue dans cinq ans afin d&rsquo;en assurer la modification ou la mise &agrave; jour si n&eacute;cessaire.
