La teneur du rapport repose sur les r&eacute;sultats d&rsquo;un sondage et les observations faites lors d&rsquo;entretiens tenus avec 18 professionnels de la sant&eacute; et 6 informateurs cl&eacute;s.&nbsp;<\/p>\n<p>Les auteures du rapport soulignent que les politiques d&rsquo;immigration du Canada concernant le statut d&rsquo;immigrant temporaire entravent l&rsquo;acc&egrave;s au r&eacute;gime d&rsquo;assurance-sant&eacute; de l&rsquo;Ontario. Avant l&rsquo;injection des fonds suppl&eacute;mentaires par le minist&egrave;re de la Sant&eacute; de la province en mars 2020, les personnes non admissibles au syst&egrave;me public devaient payer elles-m&ecirc;mes le co&ucirc;t des soins m&eacute;dicaux essentiels, engendrant des barri&egrave;res financi&egrave;res et des cas de maladie.<\/p>\n<p>Les auteures font valoir que les mesures prises pour &eacute;largir la couverture ont permis de faciliter l&rsquo;acc&egrave;s aux soins m&eacute;dicaux et de mieux prot&eacute;ger ainsi la sant&eacute; des personnes non assur&eacute;es vivant en Ontario. Les gains ont trait notamment &agrave; l&rsquo;interconnexion entre les soins primaires et la sant&eacute; publique, y compris un meilleur acc&egrave;s aux soins de sant&eacute; mentale, de m&ecirc;me qu&rsquo;aux r&eacute;sultats et &agrave; l&rsquo;exp&eacute;rience plus b&eacute;n&eacute;fiques en mati&egrave;re de soins pr&eacute;nataux, obst&eacute;tricaux et postnataux. Les auteures font observer que les mesures ont jou&eacute; un r&ocirc;le crucial dans la r&eacute;duction de la morbidit&eacute; et de la mortalit&eacute; chez les individus non assur&eacute;s atteints d&rsquo;une maladie grave ou chronique, comme le cancer et l&rsquo;infection &agrave; VIH (p. 13), et ce, gr&acirc;ce &agrave; la r&eacute;duction des d&eacute;lais d&rsquo;acc&egrave;s aux soins, &agrave; une plus grande disponibilit&eacute; des traitements et &agrave; la d&eacute;tection pr&eacute;coce.<\/p>\n<p>Les mesures prises ont en outre all&eacute;g&eacute; le fardeau financier et le stress psychologique des populations non assur&eacute;es, contribuant ainsi substantiellement &agrave; leur bien-&ecirc;tre. Signalons qu&rsquo;elles ont aussi eu des r&eacute;percussions positives pour le syst&egrave;me de sant&eacute;, comme de r&eacute;duire la charge de travail administrative, de simplifier la navigation et les d&eacute;marches de plaidoyer et de r&eacute;aliser des &eacute;conomies de co&ucirc;ts gr&acirc;ce au traitement pr&eacute;coce de probl&egrave;mes de sant&eacute; aigus.<\/p>\n<p>Le rapport se termine sur des recommandations strat&eacute;giques visant &agrave; faciliter l&rsquo;acc&egrave;s de l&rsquo;ensemble de la population ontarienne aux soins de sant&eacute;, y compris la garantie de la r&eacute;sidence permanente et compl&egrave;te &agrave; toute personne migrante. En raison de la nature temporaire des mesures, les individus non assur&eacute;s ne sont aujourd&rsquo;hui plus admissibles &agrave; la couverture des soins m&eacute;dicaux essentiels auxquels ils avaient droit pour se maintenir en sant&eacute;.
