Il pr&eacute;sente la perspective &eacute;tablie par l&rsquo;ACSP en collaboration avec les communaut&eacute;s et les parties prenantes pour jeter les bases des futurs travaux sur la question.<\/span><\/p>\n<p><span style=\"color:#282720\">La d&eacute;finition pr&eacute;cise d&rsquo;une d&eacute;marche en sant&eacute; publique favorise une meilleure coordination de programmes et services qui traitent de l&rsquo;usage de substances et interviennent face &agrave; l&rsquo;offre incessante de m&eacute;dicaments toxiques.<\/span>&nbsp;Ce cadre englobe 10 grands principes &eacute;clair&eacute;s par diverses sources de donn&eacute;es probantes et de connaissances, notamment la documentation publi&eacute;e, des enqu&ecirc;tes, des groupes de discussion et une consultation communautaire.<\/p>\n<p>Voici un r&eacute;sum&eacute; de ces grands principes (p. 7) d&rsquo;une d&eacute;marche qui :<\/p>\n<ul>\n<li>Respecte l&rsquo;autonomie et le droit &agrave; l&rsquo;autod&eacute;termination des personnes faisant usage de substances;<\/li>\n<li>Reconna&icirc;t qu&rsquo;il existe un spectre de l&rsquo;usage des substances et se concentre sur la r&eacute;duction des m&eacute;faits possibles et l&rsquo;optimisation des avantages;<\/li>\n<li>Aborde la question selon un cadre de droits de la personne (non de justice p&eacute;nale), tout en reconnaissant les torts historiques et actuels des politiques antidrogues;<\/li>\n<li>Reconna&icirc;t que les personnes ayant une exp&eacute;rience v&eacute;cue de l&rsquo;usage de substances sont des sp&eacute;cialistes et les r&eacute;mun&egrave;re &eacute;quitablement;<\/li>\n<li>Appuie les d&eacute;terminants de la sant&eacute; sous-jacents et aborde les iniquit&eacute;s en sant&eacute;;<\/li>\n<li>Vise &agrave; prot&eacute;ger la libert&eacute;, la sant&eacute;, le bien-&ecirc;tre et la s&eacute;curit&eacute; des personnes qui font usage de substances;<\/li>\n<li>Propose une gamme collaborative et globale de programmes et de services qui rejoignent les gens l&agrave; o&ugrave; ils se trouvent;<\/li>\n<li>Est sensible aux traumatismes et &agrave; la violence, transformative dans le domaine du genre, antiraciste, anti-oppression et culturellement s&ucirc;re;<\/li>\n<li>Est pragmatique et &eacute;clair&eacute;e par des donn&eacute;es probantes.<\/li>\n<\/ul>\n<p>\nM&ecirc;me sans inclure tous les leviers agissant sur les politiques et les interventions en sant&eacute; publique (p. ex. les leviers l&eacute;gislatifs et r&eacute;glementaires sont absents), ce cadre constitue le point de d&eacute;part de discussions et peut &eacute;clairer l&rsquo;&eacute;laboration de politiques, de programmes et de services entourant l&rsquo;usage de substances.&nbsp;<\/p>\n<p>Le cadre adapte les r&ocirc;les en sant&eacute; publique pour plus d&rsquo;&eacute;quit&eacute; en sant&eacute;. Modifier et orienter les interventions et les services gr&acirc;ce &agrave; une compr&eacute;hension des besoins uniques des personnes faisant usage de substances permet de r&eacute;duire les iniquit&eacute;s et de freiner la stigmatisation et la discrimination.<\/p>\n<p>&nbsp;<\/p>\n<h3>Utilisez cette ressource pour<\/h3>\n<ul>\n<li>Comprendre les principes de base de la d&eacute;marche en sant&eacute; publique &agrave; l&rsquo;&eacute;gard de l&rsquo;usage de substances &agrave; travers tout son spectre<\/li>\n<li>Faciliter les conversations concernant l&rsquo;importance cruciale de la d&eacute;marche en sant&eacute; publique pour respecter l&rsquo;&eacute;quit&eacute; en sant&eacute; et la justice sociale<\/li>\n<li>&Eacute;clairer l&rsquo;&eacute;laboration et la modification de politiques, de programmes et de services li&eacute;s &agrave; l&rsquo;usage de substances<\/li>\n<li>Pr&ocirc;ner les d&eacute;marches de sant&eacute; publique &agrave; l&rsquo;&eacute;gard de l&rsquo;usage de substances qui donnent la priorit&eacute; aux perspectives de personnes ayant une exp&eacute;rience v&eacute;cue de l&rsquo;usage de substances<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h3>Concordance avec le travail de la CCNDS :<\/h3>\n<p>Modifier et orienter les interventions est un des quatre r&ocirc;les jou&eacute;s par la sant&eacute; publique pour faire progresser la question de l&rsquo;&eacute;quit&eacute; en sant&eacute; publique.
