The Five Dimensions of Inside-Outside Strategy est une trousse \u00e0 outils compl\u00e8te con\u00e7ue pour aider les acteurs de la sant\u00e9 publique et les mouvements sociaux \u00e0 \u00e9tablir des partenariats durables et puissants, en mesure de promouvoir et d\u2019obtenir un changement transformationnel pour la sant\u00e9, l\u2019\u00e9quit\u00e9 et la justice.\u2009\u00bb (p.\u202f6) [traduction]&nbsp;<\/strong><\/em><\/p>\n\n\n\n<p>Apr\u00e8s cette introduction, la trousse \u00e0 outils \u00e9nonce une orientation claire sur la d\u00e9marche \u00e0 suivre par les acteurs de la sant\u00e9 publique et les groupes d\u2019organisation communautaire pour collaborer de mani\u00e8re d\u00e9lib\u00e9r\u00e9e et strat\u00e9gique en vue d\u2019instaurer une compr\u00e9hension et une confiance r\u00e9ciproques et de se mobiliser pour atteindre des objectifs communs.&nbsp;<\/p>\n\n\n\n<p>Les auteurs d\u00e9crivent la strat\u00e9gie int\u00e9rieur-ext\u00e9rieur comme un ensemble de pratiques en pleine \u00e9volution visant \u00e0 am\u00e9liorer la coordination et la responsabilit\u00e9 mutuelle entre ceux qui travaillent \u00ab\u2009\u00e0 l\u2019int\u00e9rieur\u2009\u00bb des institutions gouvernementales et les groupes d\u2019organisation communautaire qui travaillent \u00ab\u2009\u00e0 l\u2019ext\u00e9rieur\u2009\u00bb dans les mouvements de justice sociale. Ils expliquent ensuite que \u00ab\u2009La strat\u00e9gie int\u00e9rieur-ext\u00e9rieur compte sur chaque partie prenante pour tirer parti de son pouvoir, de sa voix et de ses ressources propres pour atteindre un but commun. L\u2019objectif ultime de la strat\u00e9gie int\u00e9rieur-ext\u00e9rieur consiste \u00e0 cr\u00e9er des politiques, des syst\u00e8mes et des pratiques qui am\u00e9liorent directement les conditions de vie mat\u00e9rielles des gens.\u2009\u00bb (p.\u202f12) Bien que r\u00e9dig\u00e9e aux \u00c9tats-Unis, cette orientation est applicable \u00e0 tous les niveaux de la sant\u00e9 publique partout au Canada.&nbsp;<\/p>\n\n\n\n<p>Cinq\u202fdimensions sont d\u00e9crites dans la trousse pour aider les acteurs de la sant\u00e9 publique et les groupes d\u2019organisation communautaire \u00e0 employer les strat\u00e9gies int\u00e9rieur-ext\u00e9rieur\u202f:&nbsp;<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Cultiver les relations\u202f: inspirer confiance et cr\u00e9er des r\u00e9seaux aux niveaux individuel, interpersonnel et organisationnel.\u00a0<\/li>\n\n\n\n<li>Approfondir les relations\u202f: tirer parti du pouvoir et le faire \u00e9voluer en promouvant le leadership individuel et collectif.\u00a0<\/li>\n\n\n\n<li>Renforcer la capacit\u00e9\u202f: cr\u00e9er des structures de soutien organisationnel pour maintenir le travail de renforcement du pouvoir et d\u2019\u00e9quit\u00e9 en sant\u00e9.\u00a0<\/li>\n\n\n\n<li>Analyser les paysages politiques\u202f: \u00e9valuer les influences externes et la dynamique du pouvoir pour conna\u00eetre les alli\u00e9s, les opposants, les possibilit\u00e9s et les menaces.\u00a0<\/li>\n\n\n\n<li>Affiner l\u2019analyse\u202f: parvenir \u00e0 une compr\u00e9hension commune des causes profondes pour faire concorder avec celles-ci les strat\u00e9gies et les objectifs du changement transformationnel (p.\u202f8).\u00a0<\/li>\n<\/ol>\n\n\n\n<p>Les auteurs nous rappellent que la sant\u00e9 publique trouve ses racines dans les mouvements de justice sociale\u202f:&nbsp;<\/p>\n\n\n\n<p>En harmonisant \u00e0 nouveau la sp\u00e9cialit\u00e9 avec ses racines activistes, nous pouvons exploiter l\u2019action collective pour b\u00e2tir des communaut\u00e9s plus saines et plus \u00e9quitables. Ce potentiel ne se r\u00e9alise pas en retournant dans le pass\u00e9, mais en forgeant de nouvelles alliances et strat\u00e9gies pour que les collectivit\u00e9s prennent le contr\u00f4le de leur vie et de leur sant\u00e9. Avec l\u2019objectif, l\u2019engagement et les partenariats ad\u00e9quats, la sant\u00e9 publique peut devenir une force dynamique, mieux en mesure de faire face aux crises d\u2019aujourd\u2019hui, tout en jetant les bases d\u2019un avenir abondant, juste et prosp\u00e8re pour tous.
